The Center for Returning Citizens (TCRC) recently announced a revitalization project in North Philadelphia on Germantown Avenue. This project is a new collaborative that includes various community partners and returning citizens committed to improving their neighborhood. J. Jondhi Harrell is the Executive Director and founder of the TCRC, as well as a member of the QNEMI Steering Committee.
